What's happening with the ban on plastic bags in Brighton? Has it come in yet? Is it just to do with 'single use' plastic bags?

There's a ban? I know they tested out a scheme in Modbury, Devon (a town with only independent traders), and there was talk of it happening in Brighton too... but with so many chain stores it'd be hard to enforce. I've just found this Daily Mail article on it: http://icanhaz.com/no-plastic-bags
