Do you have neighbors who garden? Is there something like Freecycle or Craigslist in your community? Good, finished compost could probably be traded for good, local veggies once you make the connection in your community.

Well, if establishing a garden or an allotment are out of the question, then you could try searching for a community compost collection scheme in your area, or pester the council.
Maybe the council already has a green/garden waste collection that you could use. They'll be turning all that green waste into compost, so they might be willing to take kitchen waste as well...
Failing that, you could offer it to neighbours or friends.

Jeff nails it on the head, a wormery is the best option for indoor composting. We have been doing it for some time and those little critters eat a lot of waste.

Consider a communal garden and composting scheme.
I only have a small terrace at the moment but managed to grow potatoes in a large plastic tub using half soil/half home made compost.
